Is that EU wide or just Germany?

…n taking street pictures, a photographer must be aware of a fundamental difference in privacy laws. Here one needs permission to share images where faces are visible, even in public places. In the USA, in public spaces, one has the right to photograph anything that is in plain view.

Is that EU wide or just Germany? It is my understanding that EU GDPR allows you to use a person’s image for artistic and/or journalistic use. But I could be wrong.
